Instead of selecting one of the five finalists, the Troy City Council decided to offer the City Manager's position to John Szerlag. He was not one of the finalists and, in fact, didn't even apply for the job.
Szerlag is the Interim City Manager. He is also a former Troy City Manager. If he accepts the offer, it's doubtful that John will serve in the position for a lengthy period. I believe his current career aspirations lie in the area of becoming an independent contractor who offers his services to municipalities as an interim City Manager.
