State Property Tax Reform
...Senate Republicans were able to pass a homeowner stimulus package for the ailing industry, providing immediate relief. The Senate plan nullifies the "pop-up tax" (where a home's taxable value increases to its market value when the home is sold) by allowing a homeowner to claim their "pop-up tax" liability against their state income tax liability. For example, a family of four with an income of $70,000 would normally see a state income tax liability of $2,100. With the new legislation, after subtracting their "pop-up tax" credit and their homestead tax credits, their overall tax liability would be virtually eliminated ($2,100 income tax less homestead and pop-up). Also included in the legislation is an increase in the homestead property tax credit from $1,200 to $1,300, an increase in income thresholds by $10,000 - allowing more individuals and families to qualify for the credit and extends principal residence exemptions to unsold homes...

Chase Bank Robbed Today
March 28, 2008
Troy officers responded to a report of a bank robbery at the Chase Bank located at 2155 West Big Beaver shortly before 1:00 p.m. this afternoon. The investigation revealed a lone subject entered the bank, handed a note to a teller that directed her to give him money or he would shoot. He also told her several times to cooperate and just hand him the money. No weapon was observed or brandished. She handed him an undisclosed amount of money which the suspect took and left. He was last seen leaving the building on foot. A police K-9 track produced negative results. No one was injured. The suspect is described as a black male, 20-23 years old, thin build, approximately 6 foot two inches tall, wearing a white long sleeved shirt, black athletic pants, white athletic shoes, and some kind of cap. Anyone with information may call the Troy Police Department at 248-524-3477. A reward is available through Crime Stoppers at 1-800-SPEAK UP. Tips to Crime Stoppers are completely confidential.

Make Your Appointment Now for the Spring Blood Drive April 17
To supplement critically low blood supplies in the area, Troy is sponsoring a Spring Blood Drive on Thursday, April 17, 2008. Donors can stop in the Troy Community Center at 3179 Livernois from 9 am - 3 pm or the First Presbyterian Church of Troy at 4328 Livernois from 2 pm - 8 pm.
For appointments call the City of Troy’s Community Affairs Department at 248.524.1147. Walk-ins are also welcome. A photo ID or Red Cross Donor Card will be required at the time of donation.
“The blood needs of our community can only be met by support from volunteer blood donors,” Cindy Stewart, City of Troy Community Affairs Director, said. “After donating blood a person should feel like a hero, knowing that they just helped save up to three lives.”
To donate blood you must be in good health, weigh 110 pounds or more and be at least 17 years old. A photo ID or Red Cross Donor Card will be required at the time of donation. The donation process takes about an hour from the start of registration to walking out the door.

Parolee Kevorkian Seeks Seat in House
...His goal is to raise awareness of the Ninth Amendment, which says rights spelled out in the Constitution do not diminish rights that aren't specifically spelled out. "You can't take my innate rights away from me without a fight," he said. That fight is more important than any scandal in the city of Detroit, Kevorkian said. He interprets the amendment as allowing an individual to do anything as long as it doesn't hurt anyone, such as helping with an assisted suicide...

Here is what James Madison said about the Ninth Amendment:
It has been objected also against a bill of rights, that, by enumerating particular exceptions to the grant of power, it would disparage those rights which were not placed in that enumeration; and it might follow by implication, that those rights which were not singled out, were intended to be assigned into the hands of the General Government, and were consequently insecure. This is one of the most plausible arguments I have ever heard against the admission of a bill of rights into this system; but, I conceive, that it may be guarded against. I have attempted it, as gentlemen may see by turning to the last clause of the fourth resolution.
Mr. Kevorkian might want to do a little more reading on our Nation's history and on the Constitution. I'm quite confident that the Founders would never interpret the Ninth Amendment to guarantee the right to commit suicide or to stockpile marijuana at home.

Thank You to the Troy Library Director... March 23rd is Easter in Troy
I am writing in response to your comment card about the sign that says that the Troy Public Library is closed for the Spring Holiday, on Sunday, March 23. I hadn't seen that sign, to be perfectly honest with you, so I am glad you brought it to my attention. This is my first year here as director, and I didn't know how the terminology had been handled in the past, so I did some investigating. Apparently the staff member in charge of making the poster signs took it upon herself to use the term "Spring Holiday" instead of Easter. In all city materials, the text states that the library and all city departments, including the Community Center, are closed for Easter. We have even posted text to that effect on the TPL website. You are absolutely correct "March 23 is Easter Sunday." A comment was made that people might be offended because Easter is not "their holiday," but my response was, regardless of whose holiday it is, the library is still closed, and it is closed on a day designated as Easter Sunday. We should call it what it is, and the TPL should also be consistent with the terminology that is in use by all other city departments. In any case, I have directed the staff member who made the original sign to take it down and make a new one that says that the library will be closed on Sunday, March 23, for Easter. In the future, she will direct all questions about signage terminology to me. Thank you very much for bringing this to my attention. I really appreciate it.

2008 Severe Weather Awareness Week, April 6 - 12
The week of April 6-12 has been declared Severe Weather Awareness Week by Governor Jennifer Granholm and Oakland County Executive L. Brooks Patterson. In an effort to promote tornado safety preparedness, a special test and activation of the Outdoor Warning System will be conducted on Wednesday, April 9 at 11:30 am. The Troy Community Center will offer free document shredding on Monday, April 7 from 9-10 am. This is a great way to dispose of out-dated or sensitive documents that are no longer needed.

As many as 1,500 new jobs are on their way to Troy, including 105 this year, and Oakland County has the Troy-based financial services company North American Bancard Inc. to thank. The company will invest $25 million to acquire a new facility rather than move its operations to Florida. Wall Street Journal: The Buck Stops Where?

In the credit market panic that began in August, we have now reached the point of maximum danger: A global run on the dollar that could become a rout. As the Federal Reserve's Open Market Committee prepares to meet tomorrow, this should be its major concern.Yet the conventional wisdom -- on Wall Street and in Washington -- continues to be precisely the opposite. In this view, the Fed is "behind the curve" and needs to cut interest rates even faster and further than it has. Never mind that this is precisely the path the Fed has followed since August, yet the crisis has grown worse and now bids to tank the larger economy. Does it make sense to do more of what isn't working? The Fed's main achievement so far has been to stir a global lack of confidence in the greenback. By every available indicator, investors are fleeing the dollar for other currencies and such traditional safe havens as gold and commodities. Oil has surged to $110 a barrel, up from under $70 as recently as September. Gold is above $1,000 an ounce, up from $700 in September, and food prices are soaring across the board. The euro has hit record heights against the buck, and for the first time the dollar has fallen below the level of the Swiss franc...

FBI Agents Take Suspects into Custody in Connection with Troy Homicides

Late yesterday, FBI agents took Narayan Thadani and Douglas Tabor into custody in the Houston area on federal charges of Conspiracy to Commit Murder in conjunction with the murders of Birj Mohan Chhabra and his wife Aasha Chhabra. Those murders took place in Troy last Tuesday.

Simpson Bill Would "Ax" Half of Legislators
Rep. Mike Simpson says the best way to reform state government is to get rid of half the politicians -- including himself. Simpson, D-Liberty Township, is expected to introduce a bill today that would give voters a chance to change the state constitution and create a "single-house" Legislature of 74 members, as opposed to the current structure of 110 representatives and 38 senators, saving taxpayers at least $40 million per year, Simpson said...

City of Troy Launches New Tree Sponsorship Program
Living up to Troy’s title as a “Tree City” from the Arbor Day Foundation, the City has launched “The Re-Greening of Troy” program. As the emerald ash borer continues to threaten the appearance of our parks by killing thousands of trees, this program allows for citizens to fight back by sponsoring a tree to be placed in one of our City parks. Any individual, business, organization, group or corporation can sponsor a tree for as little at $75.
“The benefits of sponsoring a tree are nearly endless,” said Parks and Recreation Director Carol Anderson. “Perhaps the most noticeable benefit is the beauty that they bring to our parks, which results in attracting new businesses, residents, and tourists.” According to the U.S. Department of Agriculture, one acre of forest absorbs six tons of carbon dioxide and puts our four tons of oxygen! That’s enough to meet the annual needs of 18 people. They also provide a natural habitat for animals and other plants. Trees improve water quality, resulting in less runoff and erosion, and remove other pollutants by absorbing them through the leaf surface. These pollutants include sulfur dioxide, ozone nitrogen oxide and particulates.
Those interested in sponsoring a tree should look in the spring issue of Troy Today for the Tree Sponsorship Form. Participants can choose the size of tree that they wish to sponsor. Tree sizes range from 7-25 gallon trees and from 3’’- to 4.5’’-diameter trees. Costs range from $75 to $450 per tree.
Sponsoring a tree is also a great way to honor a loved one! Participants can dedicate a tree to the honor or memory of a special someone and have their dedication published in a future issue of Troy Today. All sponsors will be sent a certificate indicating the size/number of trees and the name of the park in which it was placed. Trees will be planted twice a year.

Death Investigation --- Follow-up

Shortly after 5:00 p.m. this afternoon the Taylor Police Department contacted Troy Police and advised they had just stopped a vehicle in their town for traffic violations. The vehicle in question was occupied by two males. During that stop, a handgun was recovered from the car as was some paperwork/documents related to a residence on Delaware Street in Troy. Based on those findings, Taylor PD requested that Troy go to the Delaware residence and check on the welfare of the occupants. Upon arrival, Troy officers received no response at the door. They found the door unlocked and began checking the interior of the house. During their search they discovered the bodies of a 65 year old male and a 56 year old female in separate bedrooms on the second floor. Both had suffered gunshot wounds. The investigation revealed they were husband and wife. The suspects are in the process of being turned over to the custody of Troy Police Department. There was no sign of forced entry into the Delaware residence. The interior of the home was not ransacked. The victims appear to be long term residents of the house in question. There are no records of police contacts at the residence. The investigation is on-going and additional details will be released as they become available. Preliminary indications are that this does not appear to be a random act. The identities of the victims are being withheld pending notification of family.

Friends Don’t Let Friends Drive Drunk - Designate a Sober Driver Before the Party Begins
For many Americans, St. Patrick’s Day has become a popular night out to celebrate with friends and family. Unfortunately, due to the large volume of impaired drivers, the night out has also become very dangerous.
Last year on St. Patrick’s Day, nearly half (44%) of the 105 drivers and motorcyclists involved in the fatal crashes had a blood alcohol content (BAC) of .08 or above.
That’s why The Troy Community Coalition for the prevention of drug and alcohol abuse announced their joint efforts with federal, state and local highway safety and law enforcement officials across the nation to remind all those who plan on celebrating during the St. Patrick’s Day festivities to drink responsibly.
“Whether you are meeting a few friends at the local pub after work or attending the a party, if you plan on using alcohol, never drive while impaired—and never let your friends drive if you think they are impaired.” “Friends Don’t Let Friends Drive Drunk.” said Ann Comiskey, Coalition Executive Director.

Following these easy steps, a driver can enjoy a safe St. Patrick’s Day without jeopardizing their life and the lives of the others who may be on the road.
* Plan a safe way home before the festivities begin;
* Before drinking, please designate a sober driver and give that person your keys;
* If you’re impaired, use a taxi, call a sober friend or family member, or use public transportation so you are sure to get home safely;
* If you happen to see a drunk driver on the road, don’t hesitate to call 911.
* And remember, if you know someone who is about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.
Impaired driving is one of America’s deadliest problems. In 2006, 42,642 people were killed in motor vehicle crashes. Out of that number 13,470 people were killed in traffic crashes that involved at least one driver or motorcyclist with a blood alcohol concentration (BAC) of .08 or higher.
“Driving impaired or riding with someone who is impaired is simply not worth the risk,” said Troy Police Chief Charles Craft. “Not only do you risk killing yourself or someone else, but the trauma and financial costs of a crash or an arrest for driving while impaired are significant.”

The Troy Community Coalition for the Prevention of Drug & Alcohol Abuse honored 70 children at their 7th Annual “Incredible Kid Recognition” on Thursday, March 6, 2008. The event was held at the Troy Community Center. Two-hundred and fifty people attended the event. The event is a prevention initiative to show young people that adults in the community care about them and want them to grow up healthy and drug-free. Adults in the community nominated the young people for a variety of reasons.

This year’s expo features up to 90 vendors in a variety of areas including health, housing and financial services who will offer seniors much needed information about their products and services. Many of the vendors will be holding raffles at their tables.
Make sure you visit 15 vendors and get your passport stamped to be eligible for the door prize drawing which will include some great prizes including a deluxe motor coach trip for two to Niagara Falls in December of 2008. Free coffee and water will be available all day. Stop by the senior lunchroom and register for the senior lunch that will be served from 11:45 a.m. - 12:30 p.m. for a $2.50 suggested donation.
This yearly event is attended by approximately 500 visitors. It offers one stop shopping for information on financial issues, housing, home care and many more topics.

Burger King Robbery on 3/4/08
Attached are still photos from the video obtained in conjunction with the Burger King robbery re-printed below. Also attached is a composite sketch of the suspect. The suspect vehicle is a white Grand AM, possibly an ’02 or earlier. A sketch of a similar model is also attached. The video is available, as well. Contact me if interested in the video.

Complainant reported the suspect approached the counter and ordered her to open her drawer and give him the money. He reached into his coat and said he had a gun, was serious, and would shoot her if she didn’t comply. He made the same threat a second time. She handed him the till. He took some of the money from it and fled. He entered a white Grand Am that was parked and running near the north door. The car was last seen southbound on Rochester. No weapon was seen or displayed. There were no injuries. Suspect: W/M, 5-11, wearing a beige/khaki winter zip up coat w/a gray hood, beige winter hat, clean shaven. 08-8156

March 6th Anniversary of the Alamo
From the Library of Congress...
...On the morning of March 6, 1836, General Santa Anna recaptured the Alamo, ending the 13-day siege. An estimated 1,000 to 1,600 Mexican soldiers died in the battle. Only one of the 184 Americans survived. On April 21, 1836, Sam Houston, commander of the Texas Army, led 800 troops in a surprise attack on Santa Anna's 1,600 men. Shouting, "Remember the Alamo!" the Texas Army won the battle at San Jacinto in 18 minutes and secured Texas independence from Mexico. Texas remained independent for nearly 10 years, becoming a state in 1845.

Funding for a New Library
According to the City's website, Eisenbacher wanted Council to resolve ...
That the City Council of the City of Troy directs the City Manager and City Staff to prioritize existing revenues toward a new or expanded library facilities from the existing budgets over the next 5 to 15 years to accommodate funding for a new library.
That the City Council of the City of Troy directs the City Manager and City Staff to also work to seek revenue sources outside of a City of Troy tax increase such as public or private grants, public-private partnership, donations, and other creative revenue sources.
That the City Council of the City of Troy will not ask its Taxpayers for a new tax increase to fund a new Troy Public Library.
Council voted to postpone action on the resolution. It was a good discussion and I hope that Council will continue to discuss the future of the library.

New Children’s Nature Area at Stage Nature Center Complete
Here's a good story from the City's Community Affairs Department...
The Nature Center is proud to announce the completion of its Children’s Nature Area, a space carefully crafted by City employees who volunteered their time and talents to make it an experiential place sure to help engender an appreciation for nature in little ones.
“We are so proud of this new Nature Area,” Nature Center Manager Stacey Yankee said. “I’m especially grateful to fellow City employees who volunteered to make our vision for this space a reality. Their effort and the outcome exceeded my expectations.”
The new area is neatly tucked in the lobby area of the main building and is visually anchored with a mural painted by award-winning artist, Lori Taylor. City of Troy employees from the Streets and Water Divisions crafted a large tree to complement the mural. They also constructed oak cabinetry that has cubbies for nature books, puzzles, log building blocks, animal furs and skulls, and an animal dress-up area. In addition, they built animal “cutouts” -- a Great Horned Owl and a White-tailed Deer -- that children can interact with.
“Their finishing touch is a banner that displays the namesake of the Nature Center, Lloyd A. Stage,” Yankee said. “The area is a point of pride for us both from an aesthetic viewpoint and because it became a reality thanks to the volunteer spirit of this talented group of employees. The end result is a space children love to enter so they can play and discover in their own way.”
The talented group of volunteers was led by Mike Pihaylic of the City’s Streets Division. The team includes Robert Shenk, Dean Bise, Darryl Raska, George Hawes, Joseph Mowery, Larry Holmes and Doug Holser.

Brittany’s Hope Foundation is a non-profit foundation dedicated to aiding abandoned children around the world. They work with their affiliated adoption agencies to place unmatched special needs children. Their grants are child-specific grants, which means the grant is placed on a chosen child who does not have a family interested in him or her yet. In this way they are unique among granting organizations.

Free Press: Sewage mess leads to testing for E. coli
Raw sewage unintentionally pumped into a storm drain after flooding a Troy resident's basement is being tested for E. coli bacteria, and city officials are investigating the backup's cause. Since the backup last Sunday, the sewage has been removed and the storm drain cleaned, and there is no evidence that the sewage entered the subdivision's retention pond, said Tim Richnak, Troy public works director. Water from the storm drain empties into the pond...

2008 Spring Break Troy Style
Teens staying in Troy for Spring Break won’t have a chance to get bored with Spring Break Troy Style activities to keep them entertained. “In a spirit typical of the Troy community, businesses, churches and community groups are coming together to make sure teens spending ‘Spring Break’ in Troy have a chance to take advantage of great activities, deals and discounts,” said Nancy Morrison, Youth Director with the Troy Community Coalition.
